In late July 2010 David Gonzalez Jr, a baseball coach with no water education background or experience, became the newest board member representing Division 1 at the Otay Water District. He was appointed in a hurried process after being recommended to the the board by a selection committee that included Division 2 Board Member Jaime Bonilla. It has been learned that Bonilla and Gonzalez's father are both former owners of a Los Potros minor league baseball team in Tijuana, Mx. It is our opinion Bonilla should have recused himself from the selection committee, if not the entire process. He also never disclosed publicly his connections with the Gonzalez family.

1st Vote by Gonzalez Jr Raises Water Rates 

Just minutes after being sworn in as a boardmember David Gonzalez Jr voted to increase the Otay Water General Manager, Mark Watton's, annual salary and benefits to $301,000 with 71 paid vacation days. Watton's salary is the highest in the county per a story on water district manager salaries published by the Union Tribune Watch Dogs Oct 6th & 7th, 2010. The director for State of California's Director of Water Resoureces earns only, $149,000 per year. In a water manager survey run 2 weeks ago in the Whittier Daily News the highest paid manager was $220,000 with an average salary of $179,000 throughout Los Angeles County.

Contradictions and/or Lies?

Gonzalez Jr goes before the voters Tuesday November 2, 2010. In his campaign literature he has listed several things that we find contradictions if not bold face lies. Gonzalez Jr claims he wants to lower rates, but yet in his very 1st vote he took an action that is surely going raise rates. Otay has raised rates 37% in recent years and plans an addtional 80% more over the next 5 years.

These rate increases are not only being paid by the public in there monthly water bills but many ratepayers belong to HOAs that are passing on the increases to the ratepayers again! Now if you play golf the Green Fees are also going up because of the increased water rates. But the greatest concern comes across in how these increases will damage property values and the ability to sale.

Gonzalez Jr Lies About His Endorsements

David Gonzalez Jr has been distributing campaign literature and publishing on his websites endorsements from former and current Chula Vista Mayors Shirely Horton and Cheryl Cox. This appears to be bold face lies.  Horton has said she attended a fundraiser for Sweetwater High School Trustee Jim Cartmill at Jaime Bonilla's home. Horton went there at the request of Cartmill, an old ally and friend, to take photos to be used in his re-election. Later she found pictures taken of her that day with claims of endorsement for David Gonzalez Jr!
